NATO has 30 members, mainly in Europe and North America. Some of these countries also have territories on several continents that can only be covered up to the Tropic of Cancer in the Atlantic Ocean, which defines NATO`s “sphere of responsibility” under Article 6 of the North Atlantic Treaty. During the initial negotiations, the United States insisted that colonies such as the Belgian Congo should not join the treaty.   However, French Algeria was covered until its independence on 3 July 1962.  Twelve of these thirty members are original members who joined in 1949, while the other 18 participated in one of the eight enlargements. Prime Minister Pierre Trudeau`s government has considered a similar withdrawal from Canada. In 1969, after a thorough review of foreign policy, she decided instead to drastically reduce Canada`s contribution, end the role of the country`s nuclear attack, and reduce the elements of the military and air. At that time, Canada`s commitment to arms and troops to the Alliance remained much weaker than other NATO partners had hoped. Since the early 1990s, France has distanced itself from the 1966 decision, for example by participating in meetings of defence ministers from 1994 (Seville) and in the presence of French officers in Allied command operations and Allied command transformation structures from 2003. At the NATO summit in Strasbourg/Kehl in April 2009, France officially announced its decision to participate fully in NATO structures1.
Canada`s priority for NATO is to ensure that the Alliance remains modern, flexible, agile and capable of dealing with current and future threats. The United States has higher defence spending than all the other members combined.  U.S. President Donald Trump`s criticism of the organization has provoked a variety of reactions from U.S. and European politicians ranging from derision to panic.   The Pew Research Center`s 2016 survey of its member states showed that while most NATO members viewed NATO as positive, most NATO members preferred to keep their military spending on an equal footing. The answer to the question of whether their country should militarily assist another NATO country if it were to enter into a serious military conflict with Russia was also mixed. Only in the U.S.
and Canada did more than 50% of people say they should.   In accordance with Article 10 of the North Atlantic Treaty, NATO remains open to any European country capable of supporting the principles of the treaty and contributing to security in the Euro-Atlantic region. Three countries are currently working to join NATO: Bosnia and Herzegovina, Georgia and Ukraine. Albania has participated in the POP since its inception in 1999 and Croatia joined in 2002. The two membership protocols were signed in July 2008 and became official members of the Alliance on April 1, 2009. All NATO organizations and organizations are integrated into either the civilian administrative or military executive.
